Completely normal.  This game is 'tate' (vertical screen) only.  There is no horizontal option.  The screen in Japanese text that appears when the game first boots warns you of this.

Can you go inside this game and change a few X's to Y's or 4' to P's or whatever it is you do (( ))
and make this game play/load vertically?

 Hi CraigAnderson !

The game is hardcoded to run in portrait (tate) mode and there are no optional switches which can make it run normally without flipping the monitor vertically. This is even mentioned in setumei.doc which can be found in the games floppy image. You will need the help of a coding guru like someone who can crack the protection of Y2
