RGB from an NTSC console for a PAL TV....

Someone in Sweden wants me to mod a US Turbo Duo for RGB on a euro PAL TV.  No, I don't think he has NTSC capability, so that isn't an option.

Do I need to change the crystal for even the RGB to work in europe?  Does the composite sync matter for that?  I assume the answer is yes for all this.....

The PAL TG16 used a sony CXA encoder and the appropriate circuitry to make PAL compatible output.  I haven't fired it up but I imagine the system was underclocked to 50Hz.  The PCE video chip does not natively support PAL rates or encoding, a surprising omission for such an otherwise capable chip.

Yeah, but this dude wants a Duo.  I guess I could mod a PAL TG16 (got a couple here) and sell him a CD add-on.  Not a very glorious solution though.

Well the reason I bring it up...  The Duo IS a TG-16.  There's no difference in any of the main chips - the CPU, graphics or video - between the Duo and the TG.  What works for one will work for the other.
