snes video retardation

my usa snes is acting strangely, if the snes is turned off but connected to power and a tv (composite video), it sends a strange dark green glitchy flickering mess to the tv, when the snes is on, the game runs 100% fine except for a whitish flicker over any dark colour (blue, black etc) looks like faded thick horizontal lines.. sometimes you could forget it was there, other times it bugs the hell outta me.. mostly it bugs the hell outta me.
the damage was caused by my trying to run the snes and a game doctor sf3 off one power source.. something went wrong?:/

any ideas if this is a repairable problem?

Anyways if your using a rf switch id recommend replacing it or better using the composite (RCA) cable instead.

i have no idea what the problem was.. but for some reason it stopped doing it.. i did nothing different but its never done it again since it stopped..
btw i have always been using composite.
