Mega Drive 2 slowdowns and some gfx problems

Hello everybody.
I've got here a MD2 which sometimes shows the said problems.
Seems like sometime it powers up without issues and sometimes it does.
When the problems show up, controllers are a bit lagged too.
As a blind shot I'd say it's something on the main clock line. Maybe the osc is gone.
Any other spots?
