PS2 RGB uses caps, but not with VGA?

PS2 SCART cables put capacitors on the color lines, and I needed these with my arcade monitor too as I found out.

But, I see people building PS2 to VGA(sog) cables without the caps, and the official cable just looks like wires too.

Can someone explain?  Thanks.
