NTSC to RGB IC's

Yeah, today I'm trying to get out of all my doubts in a row.

I have read that some ICs do NTSC to RGB conversion. Will be the RGB signal they output directly conectable to a TV through a SCART cable? In that case, how that this ICs works? Just solder the composite signal to one pin and getting the results from anohters, or do they require some more advanced work?
