Super SF 2 Genesis cart jumpers?

I just got back from the goodwill store with some new carts for my Genesis.  As i was cleaning my copy of Super Street Fighter 2 i noticed the two jumpers in the corner of the PCB board.  Any ideas as to what they do?  Would it be some kind of built in region switch or protection on Capcom's part?
