It's called the CM345S. It's not as full-featured as the XRGB line currently is, but it would be interesting to see how good of a job it does. It looks to be PAL only.

   Also from the same company is a no-frills RGB or Component to VGA converter, along with dozens of other assorted goodies.

I only mentions PAL but I'd be very surprised if it didn't support NTSC too. Once you've got 50/60 Hz worked out, NTSC decoding it doesn't really cost anything extra to implement.
