Repair notifications

Please repair email notifications. I have them turned on and sometimes they never come

I did notice notifications were running slowly, but I figured that was because of the AI asshole overload.

Digging into it, there's a problem with this particular version of the forum software.  Emails are added to a queue but that queue is not acted on, even if I try to force it.  Emails are eventually being sent, but I've seen my own emails being sent hours or days late. 

The dev team does seem to be aware of the problem, so hopefully it'll be sorted out soon.

1 update- my recent notification landed into spam so normally I don't see them so if it can be improved that would be appreciated
