Snes PAL black screen

Good. I have a SNES that gives me a black screen. I have measured the signals of the clock system (S_CLK chip) and in pin 4 (XIN signal) I obtain the signal of the image whose link is below. I think it is an incorrect signal, as I understand it must be about 21 MHz. Could this be the cause of the black screen I get? Thanks and best regards.

Is it a PAL or NTSC SNES? What videocable and tv do you use? Do you get sound?
