What is this nes mod?

Found this in an asian version nes.
The upper one connects to the clock at x2, the lower one to the hex inverter at u9.
The usual cic pin 4 is also cut, not sure if that's relevant or not.
Not sure if theyre a factory mod or something else..

Edit:
The two wires tie into the reset lines on the cic.
I have tried the following:
Cic pin 4 reconnected, wires in place: any game boots no blinking
Pin 4 connected, wires disconnected: blinks on euro and us games (I have no asian games)

Looks like the wires make it region free

Something else to note, you don't need to remove the motherboard to add those two wires, you only need to remove the top shield.
