PS2 not reading D--pad inputs..

Hello,

My phat PS2 will not respond when I press left of up on the d-pad. I have tried 2 different Dual Shock controllers, both controller ports, and tested the controllers on a slim Japanese Ps2.  This doesn't make much sense to me..Can someone please help?
