X'Eye CD Not Spinning Properly

I don't know if anyone can give me some advice, but my X'Eye is not spinning the CD Part except a tiny, tiny bit. I have already validated the laser (swapped in to a Saturn and worked like a champ) and have made sure the Pin Switch is functioning properly. I also have a Power Supply that can supply the 9.5v and 1.5A it needs. Any other things I can test?

Did you check that the motor works and can spin freely?

It does spin freely.  It tries to spin the disc, but it just barely stutter moves it.
