Sega Saturn temporary ghosting smeared video.

I have a Saturn with round buttons that when I turn it on I get a bleeding effect across most patterns.
The more intense bright colors will cause a horizontal ghost like smear across the screen.
This will happen for about 10-15 minutes then the picture is perfect.
My guess is some caps are going bad like in the gamegear .
Has anyone heard of this problem?
