Where are you taking those measurements from? The center lead to just 1 outside lead?

Also, are you checking the values with the controller together? or apart? I'm guessing you're measuring them with the shell off, as it will limit the stick some, you shouldn't get the full 0 to 10k range from them, unless that Hori pad just has massive holes in the shell, but I know for sure the 360 pads will not measure full range, unless the top of the shell is removed.
Screwing up is one of the best learning tools, so long as the only thing you're not learning is how to screw up.

I tried my best to get measurements with the shell on but I suspect they're inaccurate.  Near as I can tell it does come really close to the full range, and in any case it doesn't go nearly the whole rotation of the pot, so the difference isn't likely to be huge (like, .5-9.5k or maybe 1-9k).

Yes, measured from one outside lead and the centre.  With both outside leads they both read 10k.
