Connecting a 9pin DSUB RGB cable into an HD15 or SCART/Jap 21 pin to VGA

I wanna connect my RGB sources, which use a 9pin DSUB female connector (it's wired for a 1084 monitor) to my NEC Multisync XM29 Plus monitor which supports 15khz and 31khz. I already tried a 9pin DSUB to HD15/VGA adaptor but it didn't work, so does anyone have some sort of schematic for making the proper adaptor?

Also, how would I hack a SCART RGB or Japanese 21-pin RGB cable to connect to a VGA monitor (in my case, my NEC XM29 plus) ?
