Hello,
I own a model 1 sega genesis and I want to be able to play PAL games on it. Unfortunatly, I only own a 60Hz NTSC TV. I know that there is a mod that allows you to run games at 50Hz and 60Hz by using a switch. I also know that u have to use the jumpers on the mobo of the system. Anyways, if someone has any detailed info on this it would be greatly appreciated  :D

Well I could take pics and show you how to do it but I'm far too lazy for that.  So I'll just have to tell you....
There are 2 sets of jumpers that control region on the Genesis system (all models).  One set written on the board as JP 1 and JP 2.  In a model 1 Genesis this set is located on top of the PCB in the bottom right.  This controls Jap/US region.

The other is named JP 3 and JP 4.  This set is over by the mini heat sink on the upper left side of the board.  This controls 50/60hz.  These jumpers tell the region by connecting them to either 5v or ground.  If memory serves JP 2 and JP 4 at 5v is what your system should be (US 60hz).  So cut the trace on JP 4 and connect JP 3 for 50hz.  Install a switch to switch between the two cause you won't be able to play your PAL games in 50hz mode.  You merely want to switch it to 50hz upon startup to bypass the internal region lock.
