New Forum Member Titles

I've finally overhauled the forum post-count group titles.  The old ones were silly and I've been annoyed by them more or less since they were created, but I couldn't think of anything better.

I don't know if the new ones are better, but instead of 5 we've got 17, so that's an improvement, right?

I noticed that I can't seem to see the SIG X68000 board anymore. I hope it's just a mistake, it's my favorite board on this forum.

Ah, thank you @rezb1t - you exposed a flaw!

A lot of the new forums and all the new groups were not configured to see what they should.  I've fixed it, I think.  Let me know if a bunch of boards just poofed into existence for you.  =)
