Dead PSU?

So yeah, one of my 'new' x68000's arrived, and it chirps when I plug it in.... It also looks like it's trying to power itself up.  Im guessing the caps in the PSU are dead, or it's just the tip of the iceburg of what's wrong with it.

lol and sure as hell, I was trying to hook up a RGB to VGA and the second one died.  It does nothing now.  I didn't even plug anything in so it wasn't even the famous +5v line.
