I think this is covered in my issue of GameGO! with the giant list o consoles, but that's safely packed away with my impending move (I knew I shoulda bought two copies)...

But memory is that the PC-FX is with the NES in the 'no RGB possible' classification.

Anyone know if this is right?
If you can mod it... I'll find a way to screw it up!
