BU3616K appears to be a commercial part (8 bit DA converter ) and the PCB is just a prototype adapter, you can find those on Ebay:

can you tell if the site is selling it as a complete kit.
or if they list the values of the few other compnents on the board.

Google for the datasheet of that IC, then you'll probably find all the info you need.
