It's called the CM345S (http://www.cypress.com.tw/product.php?PId=90518&CId=001&CName=PC%20Multimedia/Scan%20Converters&SR=0). It's not as full-featured as the XRGB line currently is, but it would be interesting to see how good of a job it does. It looks to be PAL only.
Also from the same company is a no-frills RGB or Component to VGA converter (http://www.cypress.com.tw/product.php?PId=87936&CId=001&CName=PC%20Multimedia/Scan%20Converters&SR=0), along with dozens of other assorted goodies.
I only mentions PAL but I'd be very surprised if it didn't support NTSC too. Once you've got 50/60 Hz worked out, NTSC decoding it doesn't really cost anything extra to implement.
