Title: Could any of you answer this guy's question?

I'm in the US and I don't know much about PAL tvs with RGB Scart Inputs, so I was wondering if any of you guys can answer this question.
You can just answer the question in this thread right here if you don't want to have to create a new account to answer the question in that other message board.

RGB Scart TVs arent always 60Hz compatible, I have a PAL TV that has an RGB Scart input and it isnt 60Hz compatible, dont confuse PAL60 and NTSC, they use different color signals, Youll need an RGB scart cable to get a signal from an NTSC signal on a PAL 60Hz TV, but you wont need RGB if your sending it a PAL 60Hz Signal  or f you are sending an NTSC signal to an NTSC compatible TV, And then if you have a PAL 50Hz TV it wouldnt be able to accept a PAL 60 or  a NTSC signal, although some TVs have strange 60Hz to 50Hz converters inside them that convert 60Hz to 50Hz (I dont see much point in that...).
