I Saw RARusk's Dreamcast VGA box, that's beautiful great works.

You need to wire the RGB lines to the HD15 VGA connections which are outlined in the Hardware Bible on gamesx.com. The problem is you need to separate the sync from the green signal (it's a sync-on-green), and then into H and V sync. This is quite difficult, so it's probably better to get something like the Blaze VGA adapter.

for the sync the LM1881 should do all that work for you. It will strip off the sync from the green line, and then give you H and V sync. It is a very simple circuit and just needs the 5+ line from the AV port. I am going to attempt to build one since the Blaze VGA didn't work so well.

Also, see the forum titled, PS2 Blaze VGA

Careful. The LM1881 outputs vertical and composite sync, not horizontal. Most monitors will accept a composite sync input for horizontal sync, but some won't. So, be weary. ;)

Well I think you stand a better chance than a SOG cable. Even on this pinout, pin 13 is
reffered to as horizontal or composite sync:

In the Xbox community, this is exactly how they are building their VGA cables, and some PS2
people also have done the same with positive results.

Another group posted an article on the PS2 VGA diagram, but they had pin 13 and 14
reversed, I am sure it is a typo. Here is the zip file that has the diagram:
