Everytime I've found the Gamecube VGA cable up for sale, they have said its only for the NTSC model cubes due to the lack of RGB output on a PAL cube.
Whats the deal, the PAL cube outputs RGB perfectly?
Are they telling porkies or what?

The PAL GC outputs RGB (15kHz, low-res) on the multi-AV port.
The NTSC (JP + US) GC outputs no RGB on this port.
BOTH systems can output RGB on the digital port using the custom Nintendo DAC found in Nintendo's component-video cable. Here's the important part:
PAL software does NOT support progressive video. Because of this the digital port does not ever output hi-res video, so using the VGA cable will not work. It's not a hardware limitation, it's a software issue.

So am I correct in thinking, using a freeloader disc and import US/JAP games would solve my problem?
If so, do you know where the custom Digi-A/V cables can be purchased, Lik-Sang used to have them but I cant find them there anymore.

I believe so, but please have it confirmed before you spend the money.
Those VGA cables shouldn't be at all hard to find; if you can't find a cheap one from an asian dealer I'd be happy to charge you way more to make one for you. Sadly I ask more for labour than chinese slave women. ;(
