It does not seem like the author ever released this to the public or made any attempts to turn it into a product, which is par for the course for a project such as this made by a Japanese person.
I may be mistaken, but it seems the person is a professional developer that worked on a shooter available in the PS4 at the very least. I guess the project was made for his own amusement and intended for general release.
