No, apparently the link neko gave you is for 2012_04_23, as you can see.  The archive here is two years older (why would you want that?)

Why do you want that one anyway?? it's already out of date...

Just go to the address your were given, look on the web page for "Whole Item" then under that section click the blue link that says 2.2GB, Your web browser will then ask you where you want to save the zip...
