Hello gentleman. i have the following pics to show u my setup and what i have exactly. Im using a scart cable for my snes to my SCART to YUV converter box, with component out to the tv which is a 32inch lcd vizio.
When i start the console i get a black screen but i hear the audio fine because the scart cable has several audio cables for stereo. when i change the input and come back im greeted with a white screen with black dots all over it. it doesnt move.
i dont know where to start with this problem guys. im hoping you guys can help me find the answer.

Ive got this same yuv box, same Raw Sync Cable and the same Snes model.
all i did was plug it in and it worked great. the snes just worked on the first try.
the one thing i have different from you is the TV. perhaps your Visio cant scan low enough to handle 240p.
another thing i would try is cleaning the multi-out connector on the back of your snes.
Short answer... buy a HDTV that accepts 240p component signals. Alternatively, use a GBS-8220 or XRGB.
nowadays, any decent japanese ( to lesser extent korean due to some even higher end ones have compatibilty issues with 240p) TV are inexpenisive.
BTW, XRGB probably cost more than the price of OP tv
