Is there a way to display the X68000 low res output (without purchasing a X68000 monitor)?

It displays the normal res just fine, on a VGA monitor.

Would something like JROKs RGB encoder work (http://www.jrok.com/hardware/RGBv4/index.html)?

You don't mention what your problem is with this signal. Hard to tell you what to fix if we don't know what's wrong.
