DC pad controller broken?

Hi all.
I have a dreamcast.
someday ago I tried to use it. It didn't work...
after cleaning and reviewing it, I found something "interesting".
It seems like the pad controller is someway broken.
Dreamcast works ok if I change the unit from another safe DC.

I found that the flat cable is about to lose some of its pins; anyway that's not the problem. I tried with a new one and it still doesn't work...
I tried to substitute that small capacitor (10v, 47nanoF). Neither that worked.
What do you think about this?What could be the problem?
Cooling fan and Led power are ok. It just doesn't respond to commands...mmm...

You didn't try changing the resistor? o_O
